Hey there no diet will really make one part of your body leaner then then the other, as much as that would be great. The best thing to do is not to eat fatty starchy foods like donughts cause they are more likely to store as fat and the main fat storage area is your bum and thighs. Other then that just do cardio like running or gym classes 3 times a week and you should be on your way :)
