Oooh, that's a tough one...
<br>2 exercises I know: -lay on your back, feet flat on the ground, knees up together, drop them (rest of body still facing up) on 1 side & crunch up chest towards ceiling.
<br> -weights in hands standing up, do not lock knees, hands on sides of body, reach down to the right (so top of body bends sideways) towards your knee then up again to reach your left knee with your left hand. Increase the lift/bend by letting your opposite hand reach under armpit.

Be carefull because I have the same problem on muy hips, and I thought it was fat and it wasnt. it was muy body shape, i did every types of diet, fat burnings etc, and I got sick. I bought a very skinny shirt that press me hips so they look smaller. for your fancy dress is a very good idea.
