you shouldnt do more than 20mins cardio on an empty stomach. all the health and fitness mags say there isnt a 'best time' per se, more its about when YOUR body is best for excercise. if your able to, i would perosnally recommend training in the morning, as provided you do high intensity work out, your metablosim should stay raised for the day, meaning everything you eat your body with burn and use for energy better. also, they say it means your more inclined to be in a healthy frame of mind and stick to eating regime if you train in morning. however, traaining in eve is good because youll have eaten most of your days calories already, so body has plenty of fuel and you will probably manage to do more excercise, so burn more calories!

I would say do it when your body feels right to, but dont do it on empty stomach if more than low intentisty and more than 20mins of cardio... i usually ave a banana and coffee before workouts, then porridge ( with added protein pwder to refuel my body) afterwards. however, if im doing high intensity or a long run ( 10k min) i try to have some porridge atleast 45mins before im due to excercise, to keep my energy levels up.

If you have a good diet, I don't know that it matters. IF you have had simple carbs, exercising right after minimizes the insulin response and will make you feel better. Insulin, among other things, is partly responsible for storing calories as fat. I used to get quite tired on some holidays, finally figured out it was too much dessert. Now if I eat too much I go for a fast walk or run and I am fine.
BTW, the blood, liver and muscles have about 2 hours worth of glycogen (sp?) available so you should be able to do about that before crashing.
